Who doesn't need a licence or certificate?

You do not need a licence or certificate if you are:

  • an auctioneer licensed under the Auctioneers Act 1928
  • a charitable or non-profit organisation that sells secondhand articles or scrap metal, but only if the goods sold weren't bought by the organisation and the proceeds are used solely for the organisation's purpose
  • an internet auction provider
  • an agent of the Crown
  • a local authority
  • a seller of traded-in whiteware acquired when selling new goods
  • a firearms dealer.
