Who doesn't need a licence or certificate?
You do not need a licence or certificate if you are:
- an auctioneer licensed under the Auctioneers Act 1928
- a charitable or non-profit organisation that sells secondhand articles or scrap metal, but only if the goods sold weren't bought by the organisation and the proceeds are used solely for the organisation's purpose
- an internet auction provider
- an agent of the Crown
- a local authority
- a seller of traded-in whiteware acquired when selling new goods
- a firearms dealer.
