The Briefing to the Incoming Minister (BIM) reports are formal documents that government agencies provide to new ministers when they take up a portfolio. The reports are a key part of a briefing process which also includes meetings and other communications, taking place over several weeks.
The BIMs help give the new minister an overview of their portfolio, what their responsibilities are and what the agency does.

The Ministry also recently published its 2023 Annual Report, which was tabled in Parliament on 30 November. The report covers the period from 1 July 2022 to 30 June 2023. It is normally tabled earlier but was delayed due to the election.
