A summary of public submissions on proposals to strengthen the incitement provisions of the Human Rights Act 1993 is now publicly available.
The Ministry of Justice received more than 19,000 submissions during extensive consultation on six proposals for strengthening protections against hatred-inciting speech and discrimination, set out in the 2021 discussion document, Proposals against incitement of hatred and discrimination [PDF, 408 KB].
After considering the feedback, the Government has announced(external link) it will amend the law to address incitement towards religious communities.
The remaining more complex proposals are being referred to Te Aka Matua o te Ture - The Law Commission as part of a full independent review of incitement, discrimination and hate crime.
