The purpose of the Justice Sector Leadership Board is to lead the Justice Sector to achieve the government’s goals, delivering better services for the people of Aotearoa.

The Justice Sector Leadership Board (JSLB) was established in 2011 to increase collaboration on system-wide issues, govern significant cross-agency work programmes and lead agencies with united purpose.
The JSLB also manages investment decisions across the Justice Cluster. The cluster enables more efficient and effective interagency investment beyond an annual Budget cycle, with the aim of delivering improved and enduring wellbeing outcomes for New Zealanders.
JSLB members work as leaders for the Justice Sector as well as individual agency chief executives to deliver positive changes to the justice system.
This approach recognises that the criminal justice system is interconnected – as is people’s experience of it. Each agency has its own responsibilities and policies and is responsible for different areas of the criminal justice system. But we do not work in isolation. To achieve the Government’s goals for reform of the criminal justice system, the Justice Sector must also align and coordinate our policies and services.
The Sector Directorate was established in 2022 to support the sector-wide work of the JSLB. The Directorate works in partnership with justice agencies and reports directly to the JSLB.
The Justice Cluster is one of two pilots in Budget 2022 looking to enable more efficient and effective inter-agency investment beyond an annual Budget cycle, with the aim of delivering improved and enduring wellbeing outcomes for New Zealanders.
The Justice Cluster consists of five agencies: the Ministry of Justice, New Zealand Police, the Department of Corrections, the Serious Fraud Office, and the Crown Law Office. These agencies share responsibility for the criminal justice system, courts, and the wider Justice sector.
Cluster Ministers and agencies have worked together to agree four priorities for the system, aimed at progressing the Cluster’s vision for a more effective justice system that contributes positive outcomes for people in the system, their communities, and the whole of New Zealand.
